Fetch lands are mandatory in 3+ color decks at $250+ budget. In 2-color decks or under $100 total manabase budget, you can skip fetches — pain lands, check lands, and Prismatic Vista cover most of the same fixing for a fraction of the cost.

Why the answer is what it is
Fetches (Windswept Heath, Polluted Delta, etc.) are the strongest single mana-fixing category because they thin your deck, fix two colors, and grab shock lands. In deep manabases they're auto-includes.
For budget decks or 2-color decks, the marginal fixing gain doesn't justify the $30-50 per fetch. Save the money for shocks and utility.
